Pete Cimbolic is the Managing Director for Research & Innovation at BRHP. His responsibilities include the oversight of organizational operations and developing new lines of business. He is also responsible for evaluating and enhancing core programs. Previously, Pete worked at the ACLU of Maryland assisting with the Thompson v. HUD lawsuit, and supporting other fair housing work. Pete holds a bachelor’s degree in philosophy from Catholic University. In his free time, Pete enjoys walking his dog and enjoying all that Baltimore has to offer.

Communications Associate

Phillip Clark is a Communications Associate at BRHP, where he assists with special projects and initiatives, manages social media accounts, and produces content and graphic material for campaigns. Before joining BRHP, Phillip worked as a digital marketer and designer for both the journalism industry and branding and packaging. He graduated from the San Francisco State University as a Visual Communications Design major. In his spare time, Phillip enjoys working on old bikes, trying new games on his PC, and watching martial arts and auto racing.

Roxy Blocksdorf is the Special Projects Coordinator at BRHP, where she supports the organization in implementing grant funding for the Healthy Children Voucher Demonstration, a 3-year effort to link housing voucher recipients with healthier home environments. Her responsibilities include identifying and applying for various grants, and serving as the primary liaison between BRHP and the Housing Authority of Baltimore City. Prior to her work as the grants coordinator, Roxy interned with BRHP in the counseling department, as well as worked with various Baltimore non-profits such as TasteWise Kids, the South Baltimore Gateway Partnership and Black Yield Institute. Roxy is also currently a community design aide fellow with the Baltimore City Department of Planning. She earned her bachelor’s degree in politics from Mount Holyoke College, and is a proud Baltimore School for the Arts graduate. In her free time, Roxy enjoys running, baking and reading in Baltimore’s many beautiful parks.

Sabrina Fields is a Housing Mobility Associate at BRHP, where she processes housing recertifications, rental increases, and tenancy applications. Before BRHP, Sabrina worked with the New York City Department of Housing Preservation Development for over ten years as a case manager and team leader. She graduated from Long Island University Brooklyn Campus with a bachelor’s degree. In her free time, Sabrina enjoys reading all kinds of books, especially novels.

Schneia Costley is an HR Generalist at BRHP, where she manages the daily functions of the HR department, including onboarding, administering payroll for staff and analytical roles. Prior to BRHP, Schneia worked at Gilchrist Hospice Care as a financial analyst. She earned her bachelor’s degree in computer information systems with a minor in business from Notre Dame of Maryland University. She also received her master’s degree in business administration with a concentration in human resource management from Strayer University. In her free time, Schneia likes to travel and spend time with family and friends.

Shanequa Rice is a GAIN Wealth Building Coach at BRHP, where she helps participants in the GAIN program achieve their goals and processes Vehicles for Change applications. Prior to her time at BRHP, Shanequa developed a background in mortgage loan processing and HUD Housing Counseling. In her spare time, she cherishes time with her two young children, has fun with friends, and enjoys traveling, as well as contributing to BRHP’s Employee Engagement Committee.

Customer Care Representative – General

Sherry Carter is a Customer Care Representative at BRHP, where she handles complaints and helps provide appropriate solutions to customers. She is one of the first people our clients and visitors communicate and engage with when they have a question or problem, or visit to drop off documents. Prior to BRHP, Sherry worked at Baltimore County Housing Authority as a Customer Service Representative. Sherry also worked for GBMC NICU as a Unit Secretary. In her free time, Sherry enjoys crabbing, family time and reupholstering furniture.

Sonia Reiber is a Customer Care Representative at BRHP, where she supports the inspection / HCV teams by scheduling inspections, processing requests for tendency approvals (RTAs), leases, and unaddressed maintenance issues. Prior to BRHP, Sonia worked at a property management company processing move-outs and security deposits. In her free time, Sonia enjoys spending time with her granddaughter and volunteering at many local cat rescues.

Terry Torain is a Housing Inspector, where he performs housing quality inspections for BRHP and HABC clients. Terry has worked as a Real Estate salesman for Coldwell Banker prior to the pandemic, and as a Maryland home and lead paint inspector since 2016. He graduated from Northwestern High school in Baltimore City and Catonsville community college. In his free time, he enjoys watching boxing and is a huge Dallas Cowboys fan.

Tia Bryant is a Housing Mobility Supervisor at BRHP. Her responsibilities include responding to program participant and owner requests and processing interim changes, final eligibility applications, rent increases, and request for tenancy approvals (RTAs). Prior to BRHP, Tia worked in property management for 16 years. In her free time, Tia enjoys shopping and spending time with her family.

Tiera Haley is a Housing Mobility Associate- Counseling at BRHP. Her responsibilities include conducting individual training plan (ITP) interviews for new BRHP applicants to prepare them for the private rental market, helping BRHP program participants manage their needs and achieve their goals, and providing both scheduled and walk-in counseling services for clients. Prior to BRHP, Tiera worked at the Maryland Developmental Disability Administration, where she provided administrative support to the executive management team. Tiera attended Coppin State University and Phoenix University. In her free time, she enjoys reading, journaling, and meditating.

Tiffany Hayes is a Customer Care Representative at BRHP, where she is one of the first people clients get to engage with for help. Prior to BRHP, Tiffany was a realtor and has a profound understanding of the housing industry and the unique challenges clients face when seeking affordable and sustainable housing.

Tonia Kamara is the acting Housing Mobility Supervisor for Counseling at BRHP, where she oversees home visits and works to help families and property partners with any issues that arise. She also educates and conducts meetings with clients and staff. Prior to her time at BRHP, Tonia worked over for over 20 years at a home health agency as a program and case manager. She is a graduate of Sojourner Douglass College, where she earned her Bachelor of Arts in Human Services. In her spare time, Tonia enjoys organizing family events, travelling, attending church, and listening to music.

Tonya is a Housing Mobility Associate at BRHP, where she is responsible for processing recertifications, rent increases, interim changes, and denials and/or terminations. Previous, Tonya worked as a family investment specialist with the Dorchester County Department of Social Services where she interviewed applicants for public assistance, medical assistance and/or food stamps in the Family Investment Administration (FIA) of the Department of Human Resources to determine eligibility and need for FIA programs. She also worked for Dorchester Early Learning Center as a family advocate, where she performed case management, educated families, coordinated monthly socializations, and helped parents become self-sufficient. Tonya received a bachelor’s degree in administration with a concentration in business from Sojourner-Douglass College. In her free time she enjoys shopping, decorating, traveling, listening to music, and, most importantly, spending time with her adult children and grandchildren.

Travis Windsor is a Housing Mobility Counseling Associate at BRHP, where he works on Individual Training Plans (ITPs), Family Obligation Meetings (FOMs), and conducts home visits for clients to ensure their needs are being met and support their compliance within the BRHP program. Travis previously worked assisting incarcerated individuals in pre-release, helping prepare them for release and connect them with needed services. He has a degree in Sociology and Criminal Justice from Towson University. In his spare time, Travis enjoys Dungeons & Dragons, reading, watching television, and being a foodie and trying out new restaurants.
