Executive Director

Adria Crutchfield is an affordable housing and community development leader with public service experience that spans federal, state, and local government legislative and executive branches. Since February 2019, she has served as the Executive Director of the Baltimore Regional Housing Partnership, dedicated to helping families escape poverty through access to high-quality housing in areas with strong schools, low crime, and ample job opportunities.

Immediately prior to joining BRHP, Adria served as Chief of Staff at the New York City Department of Buildings where she advised the Commissioner on the administration and execution of agency priorities including organizational restructuring, improving the safety of construction sites, and the Mayor’s goals to develop affordable housing; support small businesses; and build a more sustainable, and equitable City.

Previously, Adria worked as the Senior Advisor to the Executive Vice President for Capital Projects at the New York City Housing Authority, the largest public housing authority in the country. In this capacity, she supported the day-to-day operations and management of 400 employees responsible for planning, designing, and delivering a $2 billion, five-year construction program.

She has held roles in external affairs, issue advocacy, and coalition building focused on improving the quality of life of vulnerable populations and creating vibrant cities.

Adria is a graduate of Washington University in St. Louis where she studied architecture and American University where she earned her master’s in public policy. She is a proud alum of Coro Leadership New York.

Financial Operations Director

Alison James is the financial operations director at BRHP. Her responsibilities include administering payroll and benefits for staff and processing payments to property partners and program participants. She is also responsible for preparing financial audit and regulatory reports. Alison has over 20 years of experience in banking for various financial institutions in Baltimore. Alison graduated from the University of Baltimore with a bachelor’s degree in finance and accounting, and a master’s degree in taxation. In her free time, she enjoys working on restoring her family’s farmhouse, reading, movies, and traveling.

Pete Cimbolic

Managing Director, Operations and Program Evaluation

Pete Cimbolic is the managing director of operations and program evaluation at BRHP. His responsibilities include the oversight of organizational operations and developing new lines of business. He is also responsible for evaluating and enhancing core programs. Previously, Pete worked at the ACLU of Maryland assisting with the Thompson v. HUD lawsuit, and supporting other fair housing work. Pete holds a bachelor’s degree in philosophy from Catholic University. In his free time, Pete enjoys walking his dog and enjoying all that Baltimore has to offer.

Sheila Proano

Sheila Proano is the managing director of program administration at BRHP. Her responsibilities include managing the counseling, Housing Choice Voucher, and inspections offices with the support of team managers. She ensures that each department coordinates with seamless precision for a number of tasks that are interconnected and involve specific support functions. Prior to BRHP, Sheila spent five years working for the Housing Authority of Baltimore City (HABC), where she was in charge of Quality Control and Assurance. Sheila earned her bachelor’s degree in community development from Portland State University and a master’s degree in business administration from the University of Maryland Global Campus. In her free time, she enjoys she enjoys relaxing with her family.

Special Assistant to Executive Director

Tiera Haley is special assistant to BRHP’s executive director. Her responsibilities include scheduling and managing the executive director’s calendar and assisting with special events and projects. She is also responsible for scheduling eligible participants for final eligibility and movers voucher issuance briefings, and processing voucher expirations. Prior to BRHP, Tiera worked at the Maryland Developmental Disability Administration, where she provided administrative support to the executive management team. Tiera attended Coppin State University and Phoenix University. In her free time, she enjoys reading, journaling, and meditating.

Tiffani Long
Senior Communications and External Affairs Manager

Tiffani Long is the senior communications and external affairs manager at BRHP, where she develops and executes communications strategy that advances the organizations goals and mission. Tiffani has a broad background in government, and has worked at the Department of Veterans Affairs, the White House, Department of Commerce, Economic Development Administration, and NASA. Tiffani is a graduate of the University of Maryland and Eastern Michigan University. In her free time, she enjoys doing photography, biking, and listening to live music. Tiffani is a native of Howard County, Maryland.
