Program Training Specialist

Addae Andrews is the Program Training Specialist at BRHP, where he is responsible for developing standard training for staff, and partners, as well as updating and generating more training for clients. He is also responsible for evaluating current and ongoing training to find avenues for improved performance. Prior to BRHP, Addae served as an Officer in the US Marines, He was a public school teacher in Florida, and in private school in Grand Cayman. Addae also worked as a life insurance agent and armed security guard. He earned his BS from Jacksonville University and his M.Ed. from Arizona State University. In his free time, Addae enjoys music, museums, and sports.

Executive Director

Adria Crutchfield is an affordable housing and community development leader with public service experience that spans federal, state, and local government legislative and executive branches. Since February 2019, she has served as the Executive Director of the Baltimore Regional Housing Partnership, dedicated to helping families escape poverty through access to high-quality housing in areas with strong schools, low crime, and ample job opportunities.

Immediately prior to joining BRHP, Adria served as Chief of Staff at the New York City Department of Buildings where she advised the Commissioner on the administration and execution of agency priorities including organizational restructuring, improving the safety of construction sites, and the Mayor’s goals to develop affordable housing; support small businesses; and build a more sustainable, and equitable City.

Previously, Adria worked as the Senior Advisor to the Executive Vice President for Capital Projects at the New York City Housing Authority, the largest public housing authority in the country. In this capacity, she supported the day-to-day operations and management of 400 employees responsible for planning, designing, and delivering a $2 billion, five-year construction program.

She has held roles in external affairs, issue advocacy, and coalition building focused on improving the quality of life of vulnerable populations and creating vibrant cities. Adria serves on the board of directors of the Maryland Association of Housing and Redevelopment Agencies (MAHRA) and as board chair of housing mobility nonprofit, Mobility Works. Previously, she served on the Biden-Harris Transition HUD Agency Review Team and Baltimore Mayor Brandon Scott’s Housing Committee Transition Team. She was a part of the 2022 cohort of The Leadership, a not-for-profit organization committed to strengthening Baltimore by developing and connecting the region’s civic leaders.

Adria is a graduate of Washington University in St. Louis where she studied architecture and American University where she earned her master’s in public policy. She is a proud alum of Coro Leadership New York.

Alexander (Lex) Small is a Housing Mobility Associate – Counseling at BRHP, where he conducts home visits, provides client resources and assists clients in maintaining housing stability. Prior to BRHP, Lex worked at Behavioral Health Services North as a Family Specialist. He earned his B.A in Criminal Justice from SUNY Plattsburgh. In his free time, Lex enjoys hiking, listening to music and hanging out with his cat.

Alison James is the financial operations director at BRHP. Her responsibilities include administering payroll and benefits for staff and processing payments to property partners and program participants. She is also responsible for preparing financial audit and regulatory reports. Alison has over 20 years of experience in banking for various financial institutions in Baltimore. Alison graduated from the University of Baltimore with a bachelor’s degree in finance and accounting, and a master’s degree in taxation. In her free time, she enjoys working on restoring her family’s farmhouse, reading, movies, and traveling.

Aliyah Mubdi-Bey is a Housing Mobility Associate at BRHP, where she processes recertifications, interim changes, rent increases, and final eligibility. Prior to BRHP, she worked at Jenkins Block and Associates as a paralegal. In this role, she helped individuals apply and receive social security disability benefits. Aliyah earned her undergraduate degree from Sojourner Douglass College. In her free time she enjoys traveling, shopping, spending time with friends and family, cooking, and reading.

Angela Timpson-Pringle is a Housing Mobility Supervisor for the Counseling team, where she supervises a staff of five counseling employees. She is also responsible for managing and approving security deposit assistance, orientation trackers, voucher expirations, affordability checks, and housing searches. Prior to BRHP, Angela worked for the Baltimore County Office of Housing for 20 years, where she supervised a staff of 15 and managed recertifications, interims, requests for tenancy approval, voucher issuance, landlord and tenant briefings, and monthly housing reports. Angela received a Bachelor of Science degree with a minor in accounting. In her free time, Angela loves to travel to new places.

Anthony Brown is the Director of Operations at BRHP, where he manages and directs the general operations of the company. He previously worked as the Financial Operations Manager at BRHP for 8 years. He graduated from the University of Baltimore with a Master of Business with a specialization in the Public Sector, and a bachelors degree in accounting. In his free time, Anthony enjoys grilling, cooking, and smoking foods, watching sports, and spending quality time with his family.

Antoine Parsley is a Housing Mobility Associate at BRHP, where he is responsible for recertifications and interims. He also works on RTAs and Rent Increases. Prior to BRHP, Antoine worked at NYC Housing Preservation and Development as a Recertification Case Manager. In his free time, he enjoys traveling out of the country, attending sporting events, and spending time with his wife and twin children.

Asante Campbell is a customer care representative at BRHP, where she supports the counseling team by processing move requests and handling other administrative duties. She is also responsible for providing support at the front desk when needed. Prior to BRHP, Asante worked at the National Partnership for Women and Families as an economic justice and advocacy intern. She earned her bachelor’s degree in sociology from Howard University. In her free time, Asante enjoys knitting, sewing, and spending time with her family.

Ashley Herring is a Housing Mobility Supervisor for the leasing team at BRHP. Her responsibilities include overseeing the functions of the rental assistance, inspections, and leasing teams, including determining program eligibility, leasing, moves, interims, and ending participation; ensuring inspections meets Housing Quality Standards, HUD regulations, and guidelines of the BRHP Administrative Plan; and managing voucher issuance, and review and execution of leasing goals. Prior to BRHP, Ashley was a family investment specialist with Baltimore City Department of Social Services. Ashley graduated from Montclair State University in 2013 with a bachelor’s degree in sociology. In her free time, Ashley enjoys reading books and binge watching Grey’s Anatomy.

Breanna Daley is a Customer Care Representative with the HABC Rental Assistance program. She is responsible for assisting the Housing Authority of Baltimore City and their tenants with any questions regarding housing searches, voucher information, and requests for the tenancy approval process. She also communicates with landlords and property management organizations to retrieve all necessary information to transition the tenant into their new housing unit smoothly. Prior to BRHP, Breanna worked in Property Management and Leasing across the DMV. She worked to assist people with finding an adequate new place to call home. Breanna graduated from Rockville High School, before going on to attend Coastal Carolina for a year. Outside of work, Breanna enjoys horseback riding and enjoying a picnic outside.

Camden Leigh is the Special Assistant to the Housing Mobility Director at BRHP, where he coordinates scheduling and correspondences to help carry out BRHP’s mission. He also works to support the Housing Mobility Director’s endeavors and responsibilities. Prior to BRHP, Camden worked as an Assistant Property Manager and a Fraud Analyst, where he used company data to predict behaviors and detect fraud. In his free time, Camden enjoys biking, recreational sports and being a DJ.

Carlton Thompson is the HQS Inspections Team Lead at BRHP. His responsibilities include performing HQS (Housing Quality Standard) inspections of units to ensure they are in decent, safe, and sanitary conditions for program participants. Carlton previously worked at the Maryland Division of Corrections, where he retired. He also worked for Baltimore City Animal Control. He is a graduate of Bluefield High School. He continued his studies at Concord College and Bluefield State College. In his free time, Carlton enjoys cars, fishing, and playing pool.

Chalisse Lockley is a Rental Assistant Associate at BRHP, where she processes Housing Choice Voucher Recertifications, Rent Increases, and Requests for Tenancy Approval (RTAs). Prior to BRHP, Chalisse worked at the Baltimore County Department of Housing and Community Development as a Housing Specialist. She earned her Business Communications degree from Stevenson University. In her free time, Chalisse enjoys watching television and journaling.

Chandra Tamang is a Data Analyst at BRHP, where he scripts and maintains reports, automates daily tasks, creates interactive dashboards and assists other departments with software queries. He earned his Bachelors of Science in Information Science from the University of Maryland College Park, and enjoys drawing, listening to music, and watching movies in his spare time.

Charletta McLean is the HR Talent Manager at BRHP, where she is responsible for setting an overall talent plan and strategy to ensure that BRHP is hiring and retaining passionate and above capable talent, while supporting and encouraging their professional growth. She is also responsible for creating honest and trusted relationships amongst team members to help employees thrive individually and collectively. Charletta has been an HR Professional for over 20 years. Prior to BRHP, Charletta worked for Richcroft, Inc, the Family League of Baltimore City, and eMerge, Inc. She earned her bachelor’s degree in business administration, with a minor in legal studies, from Towson University. She also earned her master’s degree in human resource development and management. In her free time, Charletta enjoys reading, dancing, shopping, volunteering, and spending time with her family and friends.
