JaNay DeVaughn is a Client Service Navigator at BRHP, where she assists clients with resources, focuses on the Healthy Children Demonstration, and conducting workshops and webinars on BRHP services. She is also responsible for advocating for our clients. Prior to BRHP, JaNay worked at Eva Life Giver as a Case Manager and Psychiatric Rehabilitation Counselor. JaNay also worked at Sheppard Pratt Psychiatric Hospital. She earned her Master’s in Child & Adolescent Psychology and her second Master’s in Clinical Mental Health Counseling from The Chicago School of Professional Psychology. She is also a graduate of Loyola University in Baltimore, MD. In her free time, JaNay enjoys writing, traveling, and trying new restaurants.

Jordan Eades is a Housing Mobility Associate, where she is responsible for determining a participant’s program eligibility, voucher issuance, and assisting with the processing of Housing Authority of Baltimore City Housing Assistance Payment contracts. She is also responsible for processing rent increase requests, Requests for Tenancy Approval (RTAs), interim forms, and recertifications. Prior to BRHP, Jordan worked in property management. She earned her Bachelor of Science from Morgan State University. In her free time, Jordan enjoys playing softball, traveling, and spending time with friends and family.

Joseph is a Housing Mobility Associate, Counseling at BRHP, where he works primarily in Post-Move Counseling. Joseph comes to BRHP with prior experience in education, hospitality, and the military. Joseph graduated with a Master’s in Education from Johns Hopkins University and a Bachelor’s in Philosophy from the University of California, Berkeley. Aside from working at BRHP, he is a poet who remains active in Baltimore’s art scene.

Julia Sine is a Housing Mobility Associate at BRHP. Her responsibilities include working at the front desk, responding to customer questions, and helping process documents. Prior to working at BRHP, Julia worked in consumer protection, fair housing, and veterinary medicine. Julia has an educational background in theater and legal studies, and enjoys performing, baking, traveling, and cemetery and ghost tours in her spare time.

Marlow Henderson is a Landlord Relationship Specialist at BRHP, where he strengthens how BRHP communicates with clients and partners—developing new tools, events, and opportunities to deepen engagement and amplify BRHP’s impact. Prior to BRHP, Marlow worked at various local organizations as a finance grant specialist/Sponsored Project Accountant. He earned a bachelor’s degree in Business Administration in 2017 from Stevenson University. In his free time, he loves to workout in the gym, hang with his family and friends and cheer on the Baltimore Ravens and Baltimore Orioles.

She earned her B.A. from Dickinson College and she is a graduate of the University of Baltimore School of Law. In her free time, Meghan enjoys gardening, reading and following the Orioles.

Nia is a Special Projects Coordinator and Administrative Assistant to the Managing Director of Housing Mobility at BRHP. She has a background in office administration, executive support, and property management. Nia has spent time in both creative roles and high-volume settings which allows her to stay adaptable no matter what the day brings. With a degree in Web Technology and Digital Media, Nia enjoys bridging the gap between technical tasks and team collaboration.

Nicole is a Housing Mobility Supervisor at BRHP, where she manages caseloads of HCV participants. She is also responsible for determining a participants program eligibility, voucher issuance, calculating tenant rent portions and Housing Assistance Payments (HAP). Prior to BRHP, Nicole worked as a membership experience representative at USA Lacrosse. She also worked as an office secretary for the Comptroller of Maryland. Nicole graduated with a Bachelor of Arts degree in human services administration from the University of Baltimore. In her free time, she enjoys reading, binge watching a good show, and traveling.

Paula Romero is a Housing Mobility Associate at BRHP, where she reviews and processes Final Eligibility Applications and Request for Tenancy Approval for our Partnership with HABC. She also assists with the voucher issuance process. Prior to BRHP, Paula worked at Humphrey Management as an Assistant Community Manager. Paula also worked at Southern Management at several communities in various positions, as well as at their corporate office processing applications. In her free time, Paula enjoys hanging around with her fur babies and cooking for family and friends.

Phillip Clark is a Landlord Relationship Specialist at BRHP, where he strengthens how BRHP communicates with clients and partners—developing new tools, events, and opportunities to deepen engagement and amplify BRHP’s impact. Before joining BRHP, Phillip worked as a digital marketer and designer for the journalism industry. He graduated from the San Francisco State University as a Visual Communications Design major. In his spare time, Phillip enjoys working on old bikes, trying new games on his PC, and watching martial arts and auto racing.

Sabrina Fields is a Housing Mobility Associate at BRHP, where she processes housing recertifications, rental increases, and tenancy applications. Before BRHP, Sabrina worked with the New York City Department of Housing Preservation Development for over ten years as a case manager and team leader. She graduated from Long Island University Brooklyn Campus with a bachelor’s degree. In her free time, Sabrina enjoys reading all kinds of books, especially novels.

Scott Ivins is a Housing Mobility Inspector with BRHP. He ensures the safety and sanitary conditions of the houses and apartments in the program are in compliance with the HQS standards. For the last seven years Scott worked as the lead inspection coordinator for a property management company serving Baltimore City and Baltimore County. He graduated from Cardinal Gibbons High School and continued his studies at CCBC Essex. In his spare time Scott enjoys coaching soccer and has done so at the youth, high school, and collegiate levels.

Shanequa Rice is a Housing Mobility Supervisor at BRHP. Her responsibilities include processing program participant and owner requests as well as helping participants in the GAIN program achieve their goals and processes Vehicles for Change applications. Prior to her time at BRHP, Shanequa developed a background in mortgage loan processing and HUD Housing Counseling. In her spare time, she cherishes time with her two young children, has fun with friends, and enjoys traveling, as well as contributing to BRHP’s Employee Engagement Committee.

Sheila Lewis is a Housing Mobility Supervisor for the Counseling team at BRHP, where she leads the pre-move counseling team and manages tasks related to Individual Training Plans, Property Partner Outreach, and program compliance. Prior to BHRP, Sheila was a Vice President/Branch Manager for SunTrust Bank, and Property Manager. Sheila is a graduate of Morgan State University, with a bachelor’s degree in business administration. In her free time Sheila likes to cook, travel and spend time with family.

Suezetta Owens performs the role of a Rental Assistance Associate at BRHP and supports the Housing Mobility team in administering rental assistance services. Previously, Ms. Owens worked for the Housing Authority of Baltimore city, gaining a wealth of knowledge and experience with the Housing Choice Voucher program specifically the Intake, Leasing & Contracting and Portability departments. In addition, Ms. Owens also has experience with the Housing Operations side of HABC; she worked as a Program Specialist for the Public Housing program where she serviced several sites including Odonnell Heights Public Homes and the largest site, Cherry Hill Homes. Ms. Owens is a graduate of Towson University with a Bachelors degree in Liberal Arts. Her favorite quote is, “she who says she can and she who says she can’t are both usually right.”

Surisitee Motiram is a Housing Mobility Associate – Counseling at the Baltimore Regional Housing Partnership (BRHP), where they support families in finding stable housing and accessing new opportunities through the Housing Mobility Program. They hold a bachelor’s degree in Sociology and Political Science from St. Mary’s College of Maryland. Before joining BRHP, they were a Fulbright Scholar in Bucaramanga, Colombia, where they taught English and worked on cross-cultural exchange initiatives. Their passion for housing and mobility issues is rooted in their longstanding commitment to immigrant rights and social equity. They bring a thoughtful, people-centered approach to their work, with a focus on helping families overcome barriers and build brighter futures. Outside of work, they enjoy anime, staying active, and making art.
