The Baltimore Regional Housing Partnership (BRHP) issues a U.S. Bank ReliaCard pay card to eligible participants for the Activities for Child Enrichment (ACE) stipend.

The pay card is a prepaid debit card.  The stipend is a one-time payment loaded on the card within 30 days of issuance.

The First Time You Get a U.S. Bank ReliaCard pay card

  • U.S. Bank will mail your card to you   
    You will get a Personal Identification Number (PIN) 
    If you do not get your card within 10-15 business days, email BRHP at paycards@brhp.org
    Be sure to activate your card when you get it 
    If you do not activate or use the card in one year, U.S. Bank will close the account. 

Already Have a U.S. Bank ReliaCard pay card from BRHP? 
If you already have a U.S. Bank pay card from BRHP from utility assistance payments, and it is not past its expiration date, we will issue the funds onto your existing card.

What is a ReliaCard?
It’s a prepaid, reloadable VISA® pay card issued in your name that looks and works just like a debit card.  On the payment date, your funds will be immediately available on your pay card.  You can then use your pay card to deposit funds into your own bank account.

Or you use it to make purchases or withdraw cash anywhere VISA debit cards are accepted – over 6 million locations in the United States and over 24 million worldwide. 

Can I still deposit funds into my bank account?
Yes.  Rather than waiting for a check to arrive in the mail, you can go to your bank on the day of funding and deposit funds from your pay card into your own bank account.  You can either use a bank teller or an ATM machine to withdraw cash from your pay card and then deposit that cash into your bank account.   

Is my ReliaCard actually a credit card?
No.  It’s a prepaid VISA card that is loaded with your funds on the morning of the payment date. Each time you use the pay card, the transaction is deducted from the amount of money available on the pay card. 

How do I know how much money I have left on my pay card? 
If you are not sure of your balance, check it at usbankreliacard.com or by calling 855-282-6161.  These services are available 24 hours a day, 7 days a week, 365 days a year.  You can also get account history online.  

How do I use my ReliaCard? 
You will be able to use your ReliaCard pay card at any merchant that accepts VISA debit cards.  If you want to get cash back, use your Personal Identification Number (PIN) at stores that offer this service or use your PIN at an ATM, and when prompted press “Checking.”  You can also use the pay card to make purchases online, via telephone, and by mail order.   

What is a PIN? 
Your PIN (Personal Identification Number) is a secret four-digit code that gives access to your pay card account.  Always keep it separate from your pay card, and never give it to anyone, especially over the phone.    

What if the cashier asks “debit” or “credit”? 
Both responses will access the balance available on your pay card.  If you say “credit,” you will have the convenience of just signing for your purchase; if you say “debit” you must enter your PIN.  If you want to receive cash back from a merchant that provides this service, you generally will be required to enter a PIN.  

What should I do if the merchant tells me the pay card was “declined”? 
Declines generally occur when the purchase amount is more than the available funds on your pay card.  Check your available balance and then you may offer to pay the merchant partly with the funds on your pay card and partly by another payment method acceptable to the merchant.  Daily spending limits may also result in a decline. 

What happens if my ReliaCard is lost or stolen? 
You must immediately contact U.S. Bank to report a lost or stolen pay card and order a replacement.  As long as you report your pay card lost or stolen right away, you will not lose any money if someone uses the pay card without your permission.  This is one of the major benefits of having your funds loaded on a pay card.
