Housing policy must confront the deep racial and economic inequities that shape our region.
We advocate for bold reforms that address historic injustices, dismantle exclusionary practices, and promote access to opportunity for all families, regardless of race, income, or background.

HB 213 – Evidence – Interception of Oral Communications – Fair Housing Testing
HB 213 seeks to authorize fair housing testers to legally capture oral communications under specific conditions. This bill strengthens the tools available to expose and address discriminatory practices while encouraging property managers to prioritize fair housing training and ensure compliance with legal standards.
HB 315 – Human Relations – Discrimination in Housing – Income-Based Housing Subsidies
HB 315 ends the misuse of credit checks for assisted families and brings clarity by ensuring that screening criteria are relevant to the tenancy at hand and consistent with the realities of assisted housing.
HB 573 – Fair Housing and Housing Discrimination – Regulations, Intent, and Discriminatory Effect
HB 573 codifies disparate impact protections and the Affirmatively Furthering Fair Housing (AFFH) duty, ensuring that Maryland families have fair access to housing, and that communities continue moving toward inclusion.
SB 335 – Human Relations – Discrimination in Housing – Income-Based Housing Subsidies
SB 335 supports housing access and ensures ending the misuse of credit checks for assisted families.
SB 274 – Fair Housing and Housing Discrimination – Regulations, Intent, and Discriminatory Effect
SB 274 ensures that families have fair access to housing, and that communities continue moving toward inclusion by updating Maryland law in two essential ways: Mandating Affirmatively Furthering Fair Housing (AFFH) and codifying disparate impact liability.
SB 859 – Fair Share for Maryland Act of 2025 (2025)
This legislation adjusts estate tax limits, updates the definition of a “qualified child” for certain tax credits, and introduces a business transportation fee on the taxable income of corporations and pass-through entities.
HB 1007 – Fair Share for Maryland Act of 2024 Testimony (2024)
This legislation sought to right-size our upside-down tax system and ensure wealthy businesses and individuals pay their fair share for the public services we all benefit from while lowering taxes for more than 1.3 million Marylanders through expansion of the Child Tax Credit and Earned Income
HB 460 – DHCD Equity Analysis Testimony (2023)
We support HB 460 because we have seen year-over-year that precious financial resources administered by the Department be allocated in a manner disproportionate to the need across the state.

2023 MGA Legislative Letter (2023)
To sustain our organization’s significant impact, we must advocate for legislation that will contribute to mitigating the historical symptoms of racial and economic inequalities that deprive our families of access to safe and affordable housing, full-service grocery stores, top-tier schools, employment opportunities, and much more that contribute to the ever-widening equity gap. More BRHP Advocacy Priorities
Safe, stable housing should be within reach for every family.
We advocate for expanded investments in housing assistance programs, increased housing supply, reduced barriers to access, and policies that make housing choice a reality for more households across the region.
Families deserve security and stability in their homes.
We work to strengthen renters’ rights, prevent unjust evictions, and promote housing stability, particularly for economically disadvantaged households and voucher holders facing increasing pressures in the housing market.
Communities and families thrive when development is both inclusive and equitable.
We champion policies that prioritize affordability and fair access to opportunity-rich neighborhoods.
Our goal is to create vibrant, stable communities where families can grow.
