Activities For Child Enrichment

The ACE (Activities For Child Enrichment) stipend is a BRHP initiative that launched in Summer 2023, aimed at assisting children in the Baltimore Housing Mobility Program to pursue and participate in activities, extracurriculars, and other vital programs. BRHP will automatically issue this stipend to eligible families in our program.

What can the ACE stipend be used for?

Living in opportunity neighborhoods offers access to great resources for kids and families, and BRHP hopes to make those resources more accessible through the ACE stipend. These funds are required to be used for the cost of your child’s afterschool program, tutoring, sports or arts and music hobbies that might require fees. Additionally, this stipend may be used for expenses associated with these activities, such as equipment, uniforms, transportation fees, and other related costs.

Who is Eligible?

BRHP will automatically issue this stipend to eligible families in our program.  Families who have children ages 5-14 with an executed Housing Assistance Payment (HAP) contract and lease as of October 1, 2025 will automatically receive payments of $403 per child to help make activities such as school extracurriculars, sports, tutoring and other activities possible. 

If families have more than one child aged 5-14, they will receive a payment amount for each eligible child. 

When and how will payments be issued? 

Eligible families will receive U.S. Bank ReliaCard pay cards in the mail in mid-October. Families currently receiving utility assistance payments or who have previously received a U.S. Bank pay card from BRHP will receive the ACE stipend on their existing U.S. Bank pay card. Funds will be released to the cards by October 31, 2025 for most families. If your family was in process of moving and had an executed HAP contract with an effective lease date of October 1, 2025, you will receive your card to your new address and funds disbursed in December 2025.

I have one or more eligible children that I did not receive a payment for, why?

There could be a few reasons you have not received payment: 

  1. If you were not in a BRHP assisted unit on October 1, 2025, your family is not eligible for the payment.  
  2. If your child was not between the ages of 5-14 on October 1, 2025, they are not eligible for the payment.
      
  3. If a child was added to your household after October 1, 2025, they are not eligible for the payment. 
  4. Clients who have moved into a new BRHP approved unit by October 1, 2025 and within the last 60 days, may not receive their stipend until December 2025.

What if my children are older
than 14?

Currently, funding only allows for children between ages 5 and 14 to receive the stipend. You may consider a local youth workforce training program for your older child. You can find more information on the Maryland Department of Labor’s website or at the local county youth workforce centers below.
