We have provided this page to developers who are interested in developing Multifamily projects in Opportunity Areas through DHCD financing programs, the Baltimore Regional Project-Based Voucher Program, or who are interested in partnering with BRHP for Project-Based Vouchers. The Baltimore Regional Housing Partnership (BRHP) operates the Baltimore Housing Mobility Program (BHMP) in Baltimore City and the five metropolitan counties of Anne Arundel, Baltimore, Carroll, Harford and Howard. The Baltimore Housing Mobility Program encourages families to lease in "Opportunity Areas", which provide opportunities for our families to access areas with good schools, goods and services, low crime rates, and low poverty concentrations.
These Opportunity Areas are built upon and expand the number of DHCD defined opportunity areas and meet the DHCD criteria for "Communities of Opportunity" in the Multifamily Rental Program Financing Guide. Any family project developed in one of our Opportunity Areas will qualify for State designated 30% Basis Boost for Low Income Housing Tax Credits (LIHTC) and Rental Housing Funds.

Opportunity Area Methodology
The State Department of Housing and Community Development (DHCD) and the Opportunity Collabrative, a group consisting of regional leaders in housing, workforce development, government, and transportation, each developed measures of Opportunity for census tracts throughout the region. BRHP used these measures, along with data from the US Census Bureau, the US Department of Housing and Urban Development (HUD), the Maryland State Department of Education (MSDE), and local government data to determine whether each census tract in the Region is an Opportunity Area or not. BRHP analyzes this data regularly to stay on top of the changing landscape of our Region.
